Combine JPG, PNG, TIF, GIF, BMP and PSD images into one PDF on Windows

JPG To PDF Converter: Combine Images Into One PDF on Windows

JPG To PDF Converter is a $29.95-a-year Windows program that combines JPG, PNG, TIF, GIF, BMP, PSD and ICO images into a single PDF, with a choice of compression levels. It's for people who regularly turn scans or photo sets into compact PDFs, not for someone with a handful of images, since Windows can already do that.

Think of a stack of phone photos of receipts, or a book scanned to JPEGs: you want one small file in the right order, ready to email.

Quick facts

  • Version: 6.6
  • Developer: Reezaa, sold from jpgtopdfconverter.com
  • Platform: Windows 11, 10, 8 and 7, and Windows Server, 32 and 64-bit
  • Input: JPG, PNG, GIF, TIF, BMP, PSD, ICO and more
  • Price: $29.95, renewing every 12 months
  • Trial: free download
  • Mac: a separate version is sold

What we checked: installer file version 6.6 and size (about 8.3 MB), dated April 2, 2025, and the price of $29.95 with a 12-month renewal on the order page, on November 6, 2026. We didn't build test PDFs of our own.

Before you buy

  • It renews. The order page sets the next $29.95 charge 12 months out, with automatic renewal ticked. Check that box at checkout if you want one year.
  • Try the free route first. For a few images, select them in Windows, choose Print, and pick Microsoft Print to PDF. It's free, but with far less control.

Overview

The workflow is short: add images or a folder, move them into the right order, fill in the document details, choose a compression level, and convert. The program puts everything in one PDF. It's small and has few settings, which is the appeal.

Features

JPG To PDF Converter merges many images into one PDF

JPG To PDF Converter adds single images or whole folders, and the Move Up and Move Down buttons set the page order before you convert.

JPG To PDF Converter accepts mixed image formats

JPG To PDF Converter reads JPG, PNG, GIF, TIF, BMP, PSD and ICO, plus more than 20 other formats according to its FAQ, so a mixed folder doesn't need preparing first.

JPG To PDF Converter has four compression levels

JPG To PDF Converter offers Best, Good, Medium and Low settings, and the vendor gives a best case of 2.6% of the original size. Heavier compression means lower image quality, so check small text.

JPG To PDF Converter fills in PDF properties

JPG To PDF Converter lets you set the title, subject, keywords and creation date, which helps with searchable archives.

Real-World Uses

  • Expense claims: combine photographed receipts into one PDF for accounts.
  • Scanned books: turn page JPEGs into a single readable file.
  • Portfolios: gather design images, including PSD files, into one PDF to send to a client.
  • Forms that only accept PDF: convert and shrink an ID photo or certificate for upload.

Who It's For, and Who Should Skip It

It suits Windows users who do this often and care about file size or page order, such as office staff and people archiving scans.

Skip it for occasional jobs: Microsoft Print to PDF is built into Windows, and free online tools work if the images aren't private. If you also need to convert PDFs back to Word or images, PDFZilla covers image-to-PDF as well. If you need to edit the resulting PDF, you'll want a PDF editor instead.

Usage Guide

  1. Install JPG To PDF Converter and open it.
  2. Click Add for an image, or Add Folder for a set.
  3. Use Move Up and Move Down to get the order right.
  4. Fill in the title, subject and keywords if you want them, then choose a compression level.
  5. Click Convert To PDF Now and open the result to check it.

Where it falls short

  • There's no OCR on the vendor's pages, so a PDF made from photos stays as pictures, with no searchable text.
  • The vendor's site shows its age: it quotes a 4 MB download, while the actual installer is about 8.3 MB, and the FAQ lists Windows XP-era systems.
  • The speed and compression figures are the vendor's own, with no test published.

What Users Say

We found only short pieces on this product, none recent, and no user ratings on the big review sites.

MadDownload: simple and quick (January 2020)

Jason Delacey: "The UI is very barebones, but I actually mean that in a good way. Some of these conversion software programs tend to be too over-bloated." He was impressed by how easy it was, and said that converting several files at once "is as close to instant as you can get."

FindMySoft, as republished on the vendor's site

"JPG To PDF Converter is a useful app for converting any image file into a PDF document, using various quality settings."

Testimonial on the vendor's site

Allen Jackson, Engineer: "I love JPG To PDF Converter ! It's handy, easy to use, fast and lightweight." Treat a vendor-chosen quote as marketing.

Comparisons

JPG To PDF Converter vs Microsoft Print to PDF

Microsoft Print to PDF is free and already in Windows. JPG To PDF Converter adds compression control, PDF properties, page ordering and PSD support.

JPG To PDF Converter vs PDFZilla

PDFZilla, at the same price, also makes PDFs from images, and converts the other way too, but TechRadar found its image-to-PDF options limited. This tool is the one to pick for compression settings.

FAQs

Is JPG To PDF Converter free?

JPG To PDF Converter isn't free, despite "Free Download" on its site. That refers to the trial. A license is $29.95 on the order page, and the vendor doesn't state the trial's limits.

Does JPG To PDF Converter renew automatically?

JPG To PDF Converter renews by default at the order page: a 12-month cycle at $29.95 with automatic billing ticked. You can turn it off.

How small will JPG To PDF Converter make my PDF?

JPG To PDF Converter's size depends on your images and the level you choose. The vendor quotes 2.6% of the original as its best result, so expect less on typical files.

Can JPG To PDF Converter convert HEIC photos from an iPhone?

JPG To PDF Converter doesn't list HEIC among its main formats, although the vendor has a separate guide on HEIC to PDF. Test a file in the trial, or convert to JPG first.

Will the images in JPG To PDF Converter keep their order?

JPG To PDF Converter keeps the order shown in its list, and Move Up and Move Down change it.

Does JPG To PDF Converter run on Windows Server?

JPG To PDF Converter lists Windows Server along with Windows 11, 10, 8 and 7, in 32 and 64-bit.

System Requirements

  • Windows 11, 10, 8, 7 or Windows Server (32 or 64-bit)
  • About 8.3 MB for the download
  • Pentium 4 or better and 256 MB RAM recommended by the vendor

Conclusion

JPG To PDF Converter does a small job tidily, and it's worth paying for only if you do that job often enough to care about compression and page order. The one reason to buy is control over file size for large image sets. The main reason not to is that Windows and free tools cover the basics, while this bills every year. Regular scanners should try it. Everyone else can skip it.
