by default all ip's are blocked and must
be added to an access list to find out

scroll down to the databases section
click the remote mysql icon enter the IP
address of the computer that will be
making the remote connection
if you're connecting from a dynamic IP
address you can use the % wildcard value
however since this will grant access
from anywhere it is generally considered
a security risk and therefore not
