It's a good question. The answer lies within trade-offs made at the time the PDF format was created.

For those not familiar, a PDF file can be described as a photograph. A PDF file is a set or images that define the layout of the pages within a document. This means that it will look almost identical on any platform, regardless of whether it's Windows, Linux or Chrome. It does contain text information and font information.

Fonts are used to help applications that display PDFs draw text nearly in the same manner across different platforms. Text content in documents is mostly used to define where letters should be drawn from a particular font. Some fonts are not displayed in documents. You may have even seen them before.

This is why it's impossible to extract text from PDFs in a perfect (or at least not always) way. They aren't designed to transmit the text in an efficient way. This is almost an aftereffect of the requirement that the document be rendered.
